LEICA Program
The LEICA at the AI4Governance Lab brings together leadership, ethical artificial intelligence (AI), and collective intelligence (CI) to transform how public decisions are made. At its core, LEICA is about developing leaders who can use technology wisely to bring people together, think more deeply, and co-create solutions to complex governance challenges.
Today’s public problems, including climate change, social inequality, and digital disruption, cannot be solved by technology or authority alone. They require leadership that can connect across differences, listen with empathy, and guide diverse groups toward shared action. LEICA responds to this need by combining human leadership with AI-enabled collaboration.
AI is powerful at analysing data, identifying patterns, and making sense of large volumes of information. Collective intelligence draws on the knowledge, experience, and values of many people. Leadership provides direction, purpose, and responsibility. When these three work together, AI helps organise and surface insights, collective intelligence ensures diverse perspectives are included, and leaders create the conditions for thoughtful, ethical decision-making.
This integration allows individuals and institutions to slow down, reflect, and respond more intentionally, rather than react quickly or rely on narrow viewpoints.
A defining feature of LEICA is Bridging Leadership, the ability to connect people across differences in background, power, expertise, and belief. The program encourages participants to own their roles and perspectives, co-own shared challenges, and co-create solutions through dialogue and collaboration.
AI supports bridging leadership by helping groups understand patterns in opinions, identify areas of agreement and disagreement, and ensure that minority and less-heard voices are included. This enables more empathetic conversations and more durable, widely supported solutions.
The LEICA Program works across three interconnected areas:
Research and Learning
Developing leadership-centered frameworks for using AI and collective intelligence in governance.
Policy Labs and Pilots
Partnering with governments, civil society, and communities to test LAICI approaches in real-world decision-making.
Capacity Building
Strengthening leadership skills in ethical AI use, collaboration, and co-creation for students, public officials, and practitioners.
LEICA envisions a future where leadership and technology reinforce what is best in human decision-making. By integrating leadership, AI, and collective intelligence, the program supports governance that is more inclusive, empathetic, and trusted. It demonstrates that AI, when guided by strong leadership and collective values, can help societies think together and act together for the common good.
